Police Deploy in Tehran to Head off Demos

Iranian police and security forces deployed in several areas of Tehran on Tuesday, residents said, to head off any demonstration marking the anniversary of an opposition protest that resulted in two deaths and many arrests.
The forces transported by car, bus and motorbike, many in riot gear, took up positions on key squares and streets in the city, the residents said on condition of anonymity.
Foreign media were not permitted by authorities to move about the city to observe the deployment or to verify if any protesters were gathering.
Opposition website Kalame.com, however, said some 'silent' protests were held, but gave few details…
Iran's chief prosecutor, Gholam Hossein Mohseni Ejei, warned on Monday that 'any person or group seeking to carry out acts against national security and interests will be dealt with,' the official IRNA news agency reported.
The governor of Tehran province, Morteza Tamaddon, last week dismissed the protest call as 'a propaganda gesture by the anti-revolutionary opposition,' according to the Young Journalist Club, a group affiliated to Iranian state television.
Tamaddon said the call was aimed at undermining Iran's March 2 legislative elections, but he warned: 'We are completely ready and we have all the security equipment needed in Tehran to confront such events’…
Rights group Amnesty International has said a block on Internet sites this week was an apparent attempt to disrupt planned protests. (AFP, AP – Feb. 14, 2012)

Iran: Reports of Scattered Street Demonstrations in Tehran
Islamic Republic security measures are tightening all across Tehran while reports of groups chanting “Death to the Dictator!” have been reported in Takht Tavoos Street in Central Tehran.
In Azadi and Vanak Squares, people can be heard chanting slogans. Since last night, citizens have been receiving random text messages saying: “Dear citizen, if you access anti-Revolutionary networks or attend any illegal gathering you will be prosecuted according to the Articles 489, 500 and 508 of the Islamic penal code”.
Plainclothes forces as well as security and police officers are reported along all the major streets as well as the route of the proposed silent March as indicated in the opposition’s rally call.
Anti-riot police and equipment have been deployed, and all businesses along Azadi Street have been warned to close their stores in case of any disturbance.
A report in today’s Montreal Gazette describes the deployment of police and security forces in Tehran to head off demonstrations.
The Gazette confirms that authorities have prohibited foreign media, including AFP reporters, from covering the situation. (Eurasia – Feb. 14, 2012)

Top cleric says housekeeping is most important work for women

http://isna.ir/ISNA/NewsView.aspx?ID=News-1949593
Ayatollah Safi Golpaygani said in a meeting with a group of women who were participating in the Hijab and Chastity Congress of held by Iran’s Red Crescent stressed that changing the Islamic culture of housekeeping was one of the most dangerous deviations and said, “No service is greater than and more valuable for women than housekeeping”.
“I have constantly told some sisters [women] that my cloak has no value in the face of their chador. The fact that you cover yourself with the chador and come out into the society is like Jihad [fighting for God]”, he said…
“The other important issue is that they want to change the Islamic culture regarding women. The pure culture of Islam for women is housekeeping, which is what some consider as unemployment”.
“Be aware that no work is more important for women than housekeeping”, he stressed. (ISNA state-run News Agency – Feb. 14, 2012)

Iran to confront pre-election opposition protest

http://www.reuters.com/news/article/2012/02/12/us-iran-opposition-rally-idUSTRE81B0C520120212
TEHRAN - Iranian authorities will crack down this week on any public protest against the year-long house arrest of opposition leaders, Mirhossein Mousavi and Mehdi Karoubi, an official was quoted as saying on Sunday.
Iran, at odds with the West over its disputed nuclear program, holds a parliamentary election on March 2, its first national poll since Mousavi and Karoubi were beaten by President Mahmoud Ahmadinejad in a 2009 vote they said was rigged.
The government denied any fraud in the election, which ignited eight months of street protests, prompting a violent state response and deep splits in the ruling establishment.
The two leaders were placed under house arrest on February 14 last year after they urged their supporters to join a rally in support of popular uprisings across the Arab world…
‘We will confront such moves with full preparation and all kinds of security apparatus,' the reformist Kaleme website quoted Tehran provincial governor Morteza Tamaddon as saying…
Dozens of people were killed and thousands arrested during the post-election unrest that engulfed major towns and cities in the worst political upheaval in the Islamic Republic`s history. (Reuters- Feb. 12, 2012)

Iran increasingly controls its Internet
By Thomas Erdbrink
TEHRAN - Whenever Maysam, a prominent Iranian blogger, connects to the Internet from his office in the bazaar, he switches on a special connection that for years would bypass the Islamic republic’s increasingly effective firewall.
But recently the software, which allowed him and millions of other Iranians to go online through portals elsewhere in the world, stopped working.
When it sporadically returns, speeds are so excruciatingly slow that sites such as Facebook and Balatarin.com - which evaluates unofficial news and rumors in Farsi - become unusable.
“There has been a change,” said Maysam, who spoke on the condition his last name not to be used out of fear of being summoned by ’Iran’s cyber police “It seems that the authorities are increasingly getting the upper hand online”.
Having seen social media help power uprisings across the Middle East Iran’s leaders are trying to get control over what is uploaded, posted and discussed on the Internet.
And after a slow start, authorities are becoming more and more successful, Iranian Internet users say.
Many fear that the disabling of the software used to bypass the state-run firewall heralds the coming of what authorities have labeled the National Internet.
The government’s technology officials have announced the construction of a domestic Internet network comparable to an office intranet, which would block many popular sites.
They have hinted the National Internet can be launched at any time, and have said it will gradually start working over the coming three years.
The move is borne out of necessity, authorities say, in order to prevent Iran’s Western enemies from spying on Iranian citizens…
Iranian officials have accused U.S.-based technology companies such as Google, Twitter and Microsoft of working in tandem with U.S. authorities to spy on Iranian online trends, search behavior, social networks and e-mail.
The companies have denied those allegations.
During 2009 protests in Iran by OPPOSITION groups, the State Department did ask Twitter to postpone maintenance on its site as U.S. diplomats believed that the microblogging site was being used by Iranian protesters to direct events on the ground in Tehran.
“They are stealing people’s information and following their own ... goals,” said Reza Taghipour, the communication and information technology minister, when speaking about foreign governments and online companies in January. “We need [the National Internet] to protect the privacy of families”.
Officials stress that there will still be access to the Web - just not to the “damaging” sites.
But Iranian Internet users and activists fear that the activation of the National Internet will cut them off from the rest of the world, and put them under increased surveillance by authorities.
“Basically they are already shutting off access to all interesting Web sites,” Maysam said. “We will resemble an isolated island in a changing world if this happens”.
In September, Diginotar, a Dutch Internet certificate authority, was hacked and security certificates - digital keys - to sites such as Google and Yahoo were stolen.
The theft came to light when hundreds of thousands of Gmail users in Iran started noticing odd rerouting of their e-mails.
An Iranian hacker who calls himself Sunich in his e-mails - after a popular drink that is given away during state-organized rallies in Iran - claimed that he stole the certificates and handed them over to Iranian authorities.
“Like in other countries, those who cooperate with Western intelligence services must be punished,” he wrote in an e-mail, saying Iranian authorities had the right to determine who in the country was working for foreign spy agencies.
Already bloggers and activists face arrest over what they have written online.
An Iranian Canadian Web developer, Saeed Malekpour, 36, is awaiting execution after he was sentenced to death for what the judge said was “spreading pornographic material.” Malekpour has insisted he only created an upload site that was abused by others.
Iran’s cyber police last week arrested individuals behind a Facebook page that had organized online beauty “hot or not” contests. Authorities accused the organizers of promoting prostitution.
Mostafa, 27, who works as an assistant in a printing house, said he said bade farewell to the Internet last week. “None of the fun sites such as Facebook work anymore.
All I can read is official Iranian news Web sites,” said Mostafa, who spoke on the condition his last name not be used. “Now I devote myself to work, only work. No Internet”. (The Washington Post – Feb. 13, 2012)

Iran 'misleading international community' with death penalty claims
Saeed Kamali Dehghan
Experts question claims that a new Iranian penal code bans the death penalty for juveniles and stoning for adulterers
Iran has been accused of misleading the international community by claiming to have abandoned the death penalty for juvenile offenders and execution by stoning for those convicted of adultery.
Local news agencies reported at the weekend that Iran's guardian council, a body of clerics and lawyers in charge of approving parliamentary activities, had approved a new amendment to the country's penal code which had been passed into law by the MPs.
The new penal code – which will come into effect after being signed by the president, Mahmoud Ahmadinejad – is believed to have been adopted in response to international criticism of Iran's violations of human rights.
But experts who have studied the new code questioned claims that the country had fully abolished the death penalty for those convicted under the age of 18 or abandoned its use of stoning. They also believe the amendments have complicated some other parts of the law, especially the punishment of homosexuality.
Sodomy for men was punishable by death for all individuals involved in consensual sexual intercourse, but under the new amendments the person who played an active role will be flogged 100 times if the sex was consensual and he was not married, but the one who played a passive role will still be put to death regardless of his marriage status.
Under the new code, the death sentence has been removed for juveniles only in crimes whose punishment can be administered at the discretion of the judge (such as drug offences). Under the same law, however, a death sentence may still be applied for a juvenile if he or she has committed crimes that are considered to be "claims of God" and therefore have mandatory sentences (such as sodomy, rape, theft, fornication, apostasy and consumption of alcohol for the third time).
A decision on whether such a death sentence for a juvenile can be issued relies on the "judge's knowledge" – a loophole that allows for subjective judicial rulings where no conclusive evidence is present.
Amnesty International's Iran researcher Drewery Dyke said: "Let's not be fooled by this seeming suggestion of improvements to Iran's penal code. The penal code still allows for stoning to be carried out. Child offenders are still at risk of being placed on death row, and men and women can still be convicted on grounds of consensual extramarital and same-sex relations”.
“These new amends to Iran's penal code have done nothing to improve the country's human rights record.
Shadi Sadr, a prominent Iranian human rights lawyer exiled in London, said: "The amendments are flawed but it shows international pressure on Iran still works." Sadr's colleague, Nasrin Sotoudeh, who highlighted juvenile executions in the Islamic republic, remains in jail in the country.
Confusion over Iran's definition of a juvenile has also added to the complexity of the issue, said Raha Bahreini, a fellow at Amnesty International Canada. The country does not provide a clear distinction between the age of majority – when minors cease to legally be considered children – and the minimum age of criminal responsibility, which is 15 for boys and nine for girls under Iranian law.
‘Iran's penal system has often taken the minimum age of criminal responsibility for the age of majority," she said, "thus allowing individuals under the age of 18 to be treated and sentenced as adults as soon they reach the minimum age of criminal responsibility’.
According to the old penal code, people convicted of having an "illicit relationship outside marriage" would be sentenced to death by stoning. The new code, however, still considers "adultery while married" as a crime but has not designated any punishment for it, thus referring the judge to the fatwa of a reliable cleric (the supreme leader, Ayatollah Ali Khamenei, in this case) for a decision. Khamenei has not yet issued a fatwa for such a crime, but all other clerics in the country order stoning as its punishment. It would be highly unlikely that Khamenei would contradict his fellow clerics.
‘It's simply a trick," said Sadr. "They've removed death by stoning from the penal code but in reality it remains in place’.
The new penal code does not mention stoning as punishment for any crime but it does refer to it twice in a section about the criminal procedure rules and conditions under which such a punishment can be administered.
“The fact that stoning has been mentioned in the criminal procedures of administrating the punishment – it shows they are truly expecting the method to be used in future," said Sadr, adding there were other discrepancies in the code.
In recent years, Iran has been criticised by human rights organisations for its escalating use of the capital punishment. Recently, an international outcry over the case of Sakineh Mohammadi Ashtiani, a 44-year-old mother of two, highlighted the plight of at least a dozen Iranians behind bars who are awaiting death by stoning.
