Appalling inhumane conditions in Rajayi Shahr Prison in Karaj

Student Committee in Defense of Political Prisoners

New arrivals are brought to the Rajayi Shahr Prison in Karaj on a daily basis even as this prison has minimum sanitary and medical facilities and holds several times more prisoners than its capacity. Despite recent remarks by the Minister of Justice, the head of the Prison Organizations and the Secretary General of the Security Prevention institution that the current number of prisoners is twice as much as the capacity of prisons, there are 4 to 5 times more prisoners than the normal capacity of some cellblocks in this prison. Previously Cellblock 4 took in about 40 to 60 prisoners once every week on Sundays, but now about 40 to 80 prisoners are brought to this cellblock on a daily basis.
The escalation of the number of prisoners has reached the point that every night about 90 to 180 people sleep in the corridors and even next to the restrooms and even on the bathroom tiles. Despite this, the medical and sanitary facilities in prison have been left unchanged and kept with the standards of the previous capacity of prison. Currently, all the halls in Cellblock 4 in this prison have only 5 toilets and normally, 2 to 3 of these toilets are out of order. Also in light of the increase of the prison population, the sanitary conditions in this prison are appalling and there is a widespread outbreak of diseases such as scabies, and lice and because of the lack of attention of officials to these issues, this prison has a shortage of necessary medical facilities. Prisoners only have access to the infirmary and medical facilities once every 45 days. Cellblock 4 holds a number of political prisoners despite the fact that most new arrivals are suffering from diseases or are drug addicts who were arrested on the streets. Prison officials keep political prisoners next to dangerous criminals without following the principle of separating prisoners according to their ‘crimes’.

افزايش بي رويه جمعيت در زندان رجايي شهر کرج
زندان رجايي شهر کرج که هم‌اکنون با حداقل امکانات بهاشتي، رفاهي و پزشکي جمعيت چندين برابر ظرفيت اصلي‌اش را در خود جاي داده است، اين روزها و به‌صورت هر روزه شاهد ورود زندانيان جديد است. عليرغم اظهارات اخير وزير دادگستري، رئيس سازمان زندانها و مديرکل پيشگيري امنيتي و انتظامي معاونت پيشگيري از وقوع جرم قوه قضاييه جمهوري اسلامي مبني بر جمعيت دو برابري زندانيان نسبت به ظرفيت زندانها، اما در برخي از بندهاي اين زندان شاهد جمعيت 4 تا 5 برابري زندانيان نسبت به ظرفيت آنها هستيم. تنها در بند 4 اين زندان که تا پيش از اين، ورود زندانيان جديد تنها 1روز در هفته، روزهاي يکشنبه و به ميزان 40 تا 60نفر از قرنطينه به بند صورت مي‌گرفت، هم‌اکنون و به‌صورت روزانه در هر نوبت به 40 تا 80نفر افزايش يافته است .
افزايش ورود زندانيان جديد به حدي است که هر شب جمعيتي بالغ بر 90 تا 180نفر در کريدور و حتي در مقابل سرويس هاي بهداشتي و کاشيهاي کف آن، شب را به صبح رسانيده و مي‌خوابند. با اين وجود امکانات بهداشتي و رفاهي و پزشکي اين زندان مانند گذشته و با توجه به ظرفيت پيشين اين زندان مي‌باشد. هم اينک هر يک از سالنهاي بند 4 زندان رجايي شهر کرج در مجموع 5 دستگاه سرويس بهداشتي دارد که به‌طور معمول 2 تا 3 دستگاه از اين تعداد خراب بوده و قابل استفاده نمي‌باشند. هم‌چنين با وجود افزايش بي‌رويه جمعيت، وضعيت اسفبار بهداشتي و شيوع گسترده بيماريهايي هم‌چون گال و شپش، به علت بي‌توجهي مسئولان مربوطه، اين زندان هم‌چنان با کمبود امکانات مناسب درماني و پزشکي مواجه بوده و اين امکانات تنها براي حل مشکلات ابتدايي زندانيان بيمار بوده و از آن جمله مي‌توان به حق دسترسي 45روز يکبار زندانيان به بهداري اين زندان نام برد. ورود بي‌رويه زندانيان جديد و افزايش جمعيت بند 4 زندان رجايي شهر که محل نگهداري تعداد زيادي از زندانيان سياسي تبعيد شده به اين زندان نيز مي‌باشد، در حالي است که اکثر زندانيان جديدالورود، بيمار و يا از معتاديني هستند که در خيابانها و سطح شهر دستگير شده‌اند و مسئولان اين زندان و نهادهاي ذيربط، بدون توجه به اصل تفکيک جرايم، به نگهداري زندانيان سياسي با زندانيان خطرناک و زندانيان ساير جرايم مي‌پردازند.
