Animal rights activists say that a new wave of measures against household pets has started by security forces. Websites of environmental activists have reported that security forces are dealing very harshly with pet owners and are seriously damaging the mental health of pet owners who are mostly young people and children by killing the pets in front of their owners.
According to the websites of animal rights supporters, security forces set the basis of their measures on the ‘passing of a law which forbids the walking of unclean pets (in public places)’ by the Islamic Majlis (parliament). Activists say that such a law has still not been ratified in the Majlis and that security forces are committing crimes and have to be persecuted for implementing a law that has yet to be passed…
In the latest reaction to these measures against pets, the head of the Tehran Veterinary Hospital called these measures ‘hasty’ and ‘lacking legal grounds’ in an open letter to the Minister of Internal Affairs, Mohammad Najar, and requested an end to them.
Dr. Payam Mohebi, the head of this hospital stressed on the Islamic Hadiths on the ‘proper’ treatment of animals and said that he had witnessed (the signs of) ‘beatings and burns by chemicals’ in some of the cases brought to the Veterinary Hospital.

اجراي قانون نانوشته ممنوعيت نگهداري حيوانات خانگي توسط نيروي انتظامي

مدافعان حقوق حيوانات مي‌گويند موج تازه‌يي از مبارزه با حيوانات خانگي توسط نيروي انتظامي آغاز شده است. رسانه‌هاي هوادار محيط زيست نيز گزارش کرده‌اند نيروي انتظامي با دارندگان حيوانات خانگي برخورد شديد کرده، و حتا با کشتن اين حيوانات در برابر چشم صاحبانشان که بيشتر هم نوجوان يا کودک هستند، به آسايش و امنيت رواني شهروندان آسيب هاي جدي وارد مي‌کنند.

به گزارش رسانه‌ها و سايتهاي دوستداران حيوانات خانگي، ماموران نيروي انتظامي مبناي اقدام خود را «تصويب قانون ممنوعيت گرداندن حيوانات خانگي نجس العين» توسط مجلس شوراي اسلامي مي‌دانند. دوستداران حيوانات خانگي مي‌گويند چنين قانوني هنوز در مجلس تصويب نشده و ماموران انتظامي به‌دليل اجراي قانون نانوشته «ممنوعيت نگهداري حيوانات خانگي» مرتکب جرم شده و بايد تحت تعقيب قضايي قرار گيرند...

در تازه‌ترين واکنش به اقدام نيروهاي انتظامي عليه حيوانات خانگي، رئيس بيمارستان دامپزشکي تهران در نامه سرگشاده اي به محمد نجار وزير کشور، اقدام ماموران نيروي انتظامي در زمينه برخورد با حيوانات خانگي را «عجولانه» و «فاقد مبناي قانوني» خوانده و خواستار توقف اين برخوردها شده است.

دکتر پيام محبي رئيس بيمارستان دامپزشکي تهران در نامه خود با تاکيد بر احاديث و روايات اسلامي مبني بر برخورد «شايسته» با حيوانات از مشاهده «ضرب و شتم شديد و سوختگي با مواد شيميايي» در برخي موارد ارجاع شده به بيمارستان دامپزشکي خبر داده.. (سايت صداي آمريکا- 3/3/1390)
